The mission of Independence Performing Arts is to provide an inclusive, positive environment to develop life skills, self esteem, and structure through involvement in performing arts programs. Participation facilitates the development of teamwork, respect, sportsmanship, musical and performance abilities.
Jacob Rios, Member at Large
Mr. Jacob Rios, or Dubuque City Councilman Rios, is a 2013 graduate from Clark University in Dubuque, Iowa with a Bachelor of Arts degree in History. Mr. Rios is currently the Dubuque City Councilman representing Dubuque, Iowa’s 4th ward. In addition to serving the citizens of Dubuque Jacob is co-owner of Rios Enterprises, LLC, a property company, which owns and operates the Little Leaps Learning Academy, a U.S. based child care company, and Little Leaps Learning Academies, Ltd, a U.K. based child care company.
In his spare time Mr. Rios serves as the local volunteer coordinator for the Council on International Education Exchange. Jacob also serves as a Board Member for several local Boards including the Colts Youth Organization, Operation: New View Community Action Agency, Dubuque Conference Board of Directors, Dubuque Convention and Visitors Bureau Advisory Committee and others.
Jacob originally hails from Visalia, CA which he left in the spring of 1999 to become a contra bass player for the Tarheel Sun and the 2000 Cadence Drum and Bugle Corps. After his days on the field ended Jacob continued his drum corps involvement by volunteering and/or working for the Phantom Regiment, the Glassmen, the Crossmen, the Americanos, the Colt Cadets and the Colts Drum and Bugle Corps.
Jacob, his wife Paula and their 4 children (Justin, Victoria, Juliet and Catherine) live in Dubuque, Iowa.
